申请签证须知
新加坡公民、日本公民、文莱公民持普通护照赴华旅游、探亲、访友、经商，停留期不超过15天的无需申请签证。

办证所需时间和费用
１、中国签证的正常办理时间为4个工作日。例如，申请人星期一提交申请，星期四可以取证。加急件的办理时间为3个工作日。
２、请在取证时交费。具体费用如下：

Notice about Adjustment of Visa Fee for U.S. Citizen
                                                                                                                          Jan 14  , 2008

    According to the instruction from the  Ministry of Foreign Affairs of China, starting from Jan.20, 2008,  visa fee for U.S. citizen will be adjusted on reciprocal basis . The details are as follows:
    1. Visa fee for the individual applicants will be $130 per person, regardless of  the types of visa applied for.
    2. Visa fee for group visa will be $110 per person.
    3. Expedited service fees will remain unchanged.

VISA FEES
Most non-diplomatic and non-official visas issued by United States consular officers abroad require a visa application fee that recovers for the United States the costs associated with manufacturing, processing, and printing the visa.  
The current U.S. nonimmigrant visa application fee is $131.00.  All applicants applying for nonimmigrant visas in China must pay the non-refundable application fee of RMB 904.00 (effective Thursday, July 24, 2008) payable at designated branches of China CITIC Bank . Both copies of the CITIC Bank fee receipt must be included with all visa applications.  Please note that the application fee is non-refundable regardless of whether or not a visa is issued.  Applicants who have paid the application fee but fail to submit applications within one year will not have their application fee refunded.  Only diplomatic passport holders and applicants for A, G, C-2, C-3, NATO, and U.S. Government sponsored J visas are exempt from the application fee.
In addition to the application fee, there are some classifications of visas that require an issuance fee.  Visa issuance fees are based on reciprocity (what another country charges a United States citizen for a similar-type of visa).  The United States strives to eliminate visa issuance fees whenever possible; however, when a foreign government imposes such fees on U.S. citizens for certain types of visas, the United States will impose a reciprocal fee to nationals of that country for similar-types of visas.  Visa issuance fees are paid in U.S. or local currency at the Embassy or Consulate when the visa is approved.  Chinese Nationals currently are only charged an issuance fee if they are applying for the L classification visa.  For more detailed information about visa fees and reciprocity agreements check here.

今天因为去中国驻新加坡大使馆网站 去查询申请中国签证（VISA）的情况，无意中发现了签证申请费用的问题（引用第一部分），顿时觉得很有意思，原来美国公民要来中国申请签证比世界上其他国家的费用都要高出很多。我觉得也许是因为这是在新加坡的大使馆，也许不同的地域有着不同的价格，于是我就跑到中国驻美国大使馆的网站，发现有一个通知，就是讲美国公民申请来中国签证费用调整的通知，（可以看引用第二部分）。个人申请130美元和190新币差不多，原来价格是统一的，不分地域。组团申请每人110美元，还给个优惠。注意时间 1月14号2008年。我又很好奇，那中国公民要申请美国签证要多少钱呢？我去到美国驻中国大使馆网站（引用第三部分），发现很搞笑，131美元，比中国收他们贵1刀。。。再看一下，我去，原来是在7月24号2008年生效的，也就是说也是新改的，而且下面还说可能还会有一些附加保险费，美国佬真恶心啊，不是故意的吧？我们是否可以想象这期间都发生了什么事情呢。中美之间较量无处不在啊，哈哈~不过看到中国给于美国的“特别照顾-价格明显高于其他国家”心里也是高兴啊！~

哈哈哈哈，这就是中国式的智慧。看到中国给于美国的“特别照顾-价格明显高于其他国家。你想想中国人是聪明还是愚蠢。中国式的智慧美国人不会懂的。为什么要让它懂。让它永远不懂才好吧。美国人在朝鲜战场上讲“让飞机大炮去发言吧！”中国人也讲“悄悄地进庄，打枪的不要”中国人讲以柔克刚。天下至柔者莫过于水，水善利万物又不争，上上若水”。哎呀哎呀。为什么要叫你懂。你不懂才好，你不懂我才有英雄用武之地。各位说是不是？

从经济上控制人才外流也是一种手段。其实可以更加高的设置这样的门槛

孙子兵法中“上兵伐谋，其次伐交，其次伐兵，其下攻城”已经详尽的叙述了国与国之间的斗争要怎样进行。中国和美国都是在战略上互相牵制的的，就是谋略，而楼主所说的事情就是外交手段的较量，中国和美国这两个大国都知道，也只能在这个层面上进行较量，互相之间的战争对彼此都没有利益。

帝国主义亡我之心不死，这是真理，任何时候我们都不能忘了。
